Civil Construction Lead Estimator - Northeastern PA

Responsibilities
- Lead the estimating process for heavy civil construction projects including paving, excavation, concrete, milling, and utility work
- Prepare and review detailed cost estimates, quantity takeoffs, subcontractor/vendor pricing, and bid proposals
- Utilize HCSS (HeavyBid / HeavyJob) software for bid development, cost analysis, and estimating management
- Develop bid strategies and participate in project pursuit discussions with ownership and operations leadership
- Analyze project risks, production assumptions, labor requirements, equipment utilization, and material pricing
- Coordinate subcontractor and supplier solicitation while maintaining strong industry relationships
- Support project handoff meetings to operations teams following project award
- Assist with mentoring and development of junior estimating staff and field personnel as needed
- Maintain awareness of regional market trends, competitive positioning, and public bid opportunities
- Minimum 7+ years of estimating experience within civil / heavy construction environments
- Strong experience estimating paving, excavation, concrete, utility, and infrastructure projects
- Prior leadership or senior level estimating experience strongly preferred
- Working knowledge of HCSS software (HeavyBid, HeavyJob) or similar heavy civil estimating systems
- Strong understanding of production rates, means and methods, equipment costing, and job costing principles
- Experience working on PennDOT, municipal, or DOT related infrastructure projects preferred
- Excellent communication, organizational, and bid management skills
- Valid driver’s license and ability to travel to regional jobsites as needed
